National Handicap System (NHS) for Golfers

In 1996, the Malaysian Golf Association (MGA) had introduced the NHS (National Handicap System) for all the Affiliated Golf Clubs throughout Malaysia. The incorporation of the NHS begins with the appointment of Fujitsu as the Technology partners for the processing of handicaps based on the USGA Handicap System Manual using the software (Eagle Handicap System) developed by Star Plan, a company that provides Handicap Computation service to some Clubs in the USA. The NHS has been developed and incorporated to keep all clubs within one computation network. The aim of the NHS is to provide a basic unifying system using the USGA Handicap System, which incorporates the Course and Slope Rating of each Course to compute Handicap indexes of our golfers. With the incorporation and development of the National Handicap System (NHS), it will be able to;
  
  • Improve billing system
  • Print and distribute the Handicap cards from the MGA
  • Control the issuing of Handicap cards at more than one club per golfer
  • Better manage the multi-club members issue
  • Co-ordinate with Clubs regarding the Handicap membership register
  • To respond to queries faster
  • Upgrade the system without delay
  • Service member satisfactorily
 
The NHS will link all participating clubs to the MGA data Center using their own computer software specifically design for their use. Each golfer who is the member of the affiliated golf club is allocated a six-digit number, termed the NHS number to identify the player. The NHS number is sort of an identification number for the players in all clubs where the player is a member. In order to obtain a Handicap Index from the NHS, the requirement is that the golfer must be a member of an affiliated golf club and post adjusted gross score

Nearing the end of every month, the clubs will transmit the scores and data to the Data Center.  All the data will be processed and downloaded to the respective clubs soon after. In addition to that, Handicap Cards will be printed by MGA and distributed to the clubs before the end of the month. These cards will have an effective date and the handicaps are effective from the 1st to the last day of that month. The golfer must assign a golf club to be a Home Club for the player to collect the Handicap Card.

In order to participate in any tournament, golfers will be required to declare their handicap by presenting their Handicap Card upon registration. This is to avoid golfers from cheating their handicap in which it is a serious offense. For example, the term 'buaya' is familiar to any golfers, in which it refers to golfers who cheat on his/her score to obtain higher handicap. These so called 'buaya' will usually target tournament which offers lucrative prizes. However, most of the Major tournaments will post a minimum handicap to participate, which is at 14 handicap. By doing this, it will prevent the 'buaya' to participate and to provide a fair tournament for all.
